GENERAL RULES:
G-1: Drivers
must be signed up & a paid member of the HCOT Series to run in series
events. Tour entry fee is $10.00 per
class (this covers all HCOT events). The
Driver will be provided with one sticker per class signed in; it is to be
placed on the car body in location specified in the class rules. Additional HCOT stickers may be purchased
for $1.00 each.
G-2: Rulings
from the HCOT officials are final. If a
situation arises that is not clearly covered in the rules, Tour officials will
evaluate the situation and rule accordingly by vote when deemed necessary on
the spot.
G-3: No
participant shall subject any Tour official to verbal and/or
physical abuse, nor to any other competitor during a Tour event. No use of profane and/or threatening language
will be used or tolerated during Tour events.
Anyone taking part in such conduct will find their points taken away for
that event and asked to leave the event.
G-4: No driver,
car owner or crew member will have any claim for damages or expenses against
HCOT officials for any reason. Use of Lipo bags will be at the discretion of the host track
directors.
TURN MARSHALLING
RULES:
TM -1: Drivers
must turn marshall the race immediately following
their own race.
TM-2: Substitute
turn marshalls will only be permitted with approval
from Tour officials.
TM-3: Turn
marshals are not permitted to perform repairs to damaged race cars. If a car is damaged and cannot compete, it
will be turned over and set out of harms way of the
racing line (as possible).
TM-4: Any car
being marshalled should be returned to the same point
in which it left the racing surface.
TM-5: Anyone
failing to perform their turn marshall duties after their race will have their qualifying laps
taken away for that race in which they have just completed. These rules also hold for the main events as
well and main laps may be taken away as well.
GENERAL RACING
EVENT RULES;
GR-1: If a car is removed from the race track for
repairs, the car may not re-enter that race if it has lost more than 5 laps to
the race leader.
GR-2: A car may not enter any race after it has
already begun. Drivers must be on time
and have the car on the starting grid.
GR-3: A car may not run without a properly secured
body; if the body comes off during a race, the car must be pulled off.
GR-4: Tire compound/additives will be at the
discretion of the host track directors.
GR-5: A numbered “Pill Draw” system will be used to
determine the first heat line up. Second heat will be resorted.
GR-6: TQ for each class will flip a coin. The coin
would have a side that says INVERT with the other side saying Straight Up.
Straight up being cars line up how they qualified. Invert being TQ starts in
the back. If the invert occurs this will be for all mains in
the class.
GENERAL TECH
RULES:
GT-1: It is the driver’s responsibility to ensure
his/her car meets all tech inspection rules prior to the start of any HCOT
series race or event. All inspection
fixtures/scales will be provided so that the driver may check their car before
and anytime during an event.
GT-2: All cars must be presented to the tech
inspection table before the race and will remain there until cars are called to
the track.
GT-3: If a car passes tech inspection and a
technical illegality is missed/overlooked, the car is
still illegal and subject to disqualification.
GT-4: General items which will be inspected are as
follows: (also see rules per class)
Battery: Battery capacity according to class
rules. See G-4: Use of LIPO bags will be at the discretion of
Host track
director.
Motor: ensure current legal, no mismatch of end
bells, armatures, cans, etc. Armature
must be stamped/tagged as required by ROAR ID.
Weight: Cars must meet minimum weight
requirement per class.
Bottom Chassis Ride Height – Cars will be
run over a ride height inspection gage set to current ROAR established rules
per class. The car must pass cleanly
over the gage without causing a tire to be lifted in which it can spin freely. Note: this does not include any button head
screws which may be protruding lower than the main chassis. The body should be trimmed such that the
bottom of the body is of the same level as the bottom of the main chassis; body
must clear the right height gage also.
GT-5: Top 3 cars in the A Mains will be tech’d following the mains or as requested by tour
officials. This inspections is a the diecretion of Tour officials
and if requested will take place immediately after the A Main event while the
cares are at the tech table. A car may
not be removed from the tech table for this inspection. The driver will be responsible for getting
tools for removal and tear down of the motors as well as opening up their own
motor. Any driver refusing to perform this inspection if called for will be DQ’d on the spot and the 4th placing driver in
the event will have his car inspected and if legal will be given the points for
that position and all other drivers will advance up one position as well
(including the following mains). Note: No driver will be singled out for this
inspection if requested all top 3 drivers must perform the tear down. Tour officials are not responsible for any
damage and/or missing parts which may result from this inspection.
GT-6: Any motor found to be illegal will be turned
over to Tour officials and will not be returned or replaced and the driver will
be DQ’d from the event. The motor will stay with the Tour series and
be available for inspection purposes only until the entire Tour series is over
at which time it may be returned to the driver.
Blatant cheating of any sort will result in the loss of all earned
points to the event the cheating took place at.
GT-7: All 2s LIPO batteries must read equal to or
less than 8.44 volts by the Tour volt meter.
All 1s LIPO packs must read equal to or less than 4.22 volts by the Tour
volt meter. LIPO batteries are not to be
10 degrees Fahrenheit above ambient room temperature. Motors are not to read 5 degrees below
ambient room temperature.
GT-8: Tech inspection will be done prior to races,
battery leads must be accessible at tech time, and driver will attach volt
meter leads to check battery voltage.
HOOTER CHASSIS
OUTLAW TOUR POINTS: (ALL CLASSES:
HP-1: HCOT series points will be awarded as
follows: Note: it is encouraged that a driver compete in all
Tour events to support the tracks which are willing to host our events, as a
result a bonus point system is in place
to encourage drivers to make all events.
SEE BELOW.
HP-2: The Series will comprise of a nine race
schedule with the drivers 1 lowest points scoring
event dropped (the 5pt event bonus does not get dropped – see below).
HP-3: Each driver will receive 10 points event
bonus for attending an event, paying the track fee and participating in at least
one heat race. (Note: the driver will
not receive any other points if he or she does not participate in their
respective Main/Feature during the event.)
HP-4: The top qualifier at the event will receive 1
point bonus for that event.
HP-5: Points Breakdown: Points
only awarded to the driver in the event, not the car.
1st = 150 pts.
2nd thru 5th
will be separated by 3 pts. (2nd = 147, 3rd = 144, 4th
= 141, 5th = 138pts.)
6th thru 10th
will be separated by 2 pts. (6th
= 136, 7th = 134, 8th = 132, 9th = 130, 10th=128pts.)
11th thru final
remaining positions will be separated by 1 pt. (11th=127, 12th=126
pts, etc.)

The only rule changes allowed will be due to
major industry changes, such as the unavailability of a motor, battery, tire or
body type which would negatively impact the competitive balance of the
class. The intent is to have the same
rules in effect for a season to keep costs down and put the emphasis on
chassis, tuning and driving ability.
